What are the key cold storage statistics?

  1. Georgia and South Carolina’s combined reported gains equaled 62.2% of the net U.S. refrigerated-capacity increase between October 2023 and October 2025 — 181,753 of 291,980 thousand cubic feet. This calculation by Omaha Dock Door Repair Research uses USDA NASS state tables; it is not a measurement of new construction. 1 2

Seven states with positive disclosed gross capacity had identical published totals in USDA’s October 2023 and October 2025 surveys: Arizona, Delaware, Kentucky, North Carolina, North Dakota, Tennessee and Vermont. The total is only part of the story in U.S. cold storage statistics. The operating category matters too. Across the five USDA observations from 2017 through 2025, public refrigerated warehouses — the third-party facilities that store food for other companies — lost share in each of the four intervals. Their portion of national gross capacity fell from 78.7% to 61.6%, while private and semiprivate capacity nearly doubled. The headline total did rise: USDA reported 3.99 billion gross cubic feet across 931 qualifying locations on October 1, 2025. The private/semiprivate category’s reported increase more than offset the public category’s decline; the tables do not identify how much of either change came from new construction. 1 2

How much cold storage capacity does the United States have?

USDA’s National Agricultural Statistics Service reported 3,987,732 thousand gross cubic feet of refrigerated warehouse capacity in the United States on October 1, 2025, across 931 qualifying warehouse locations. Usable capacity — gross space after deductions for aisles, posts, coils, blowers and other allowances — was 3,251,415 thousand cubic feet, or 81.5% of gross. This was the agency’s 54th biennial refrigerated-warehouse survey. 1

USDA labels the source table “Totals may not add due to rounding.” Its published national gross cooler and freezer cells sum to 3,987,721, while its separately published gross total is 3,987,732 — a difference of 11 thousand cubic feet. Those source values are retained, not silently reconciled. The report supplies no cell-specific explanation for that difference. 1

Gross space, usable space, and why neither means "full"

These are three different things. Mixing them up changes what a cold storage statistic says. 1

Gross space is the volume under refrigeration, measured wall to wall and floor to ceiling. Usable space is what is left after allowances for aisles, posts, refrigeration coils, blowers and similar deductions. Occupied space describes how much storage space has product in it on a given date; USDA does not publish an occupancy measure in this capacity report. 1

So the fact that usable capacity is 81.5% of gross tells you the ratio between two national capacity totals. It does not describe an average building, and it tells you nothing about how full the industry is. A page that reports “U.S. cold storage is 81.5% utilized” has misread the table. 1

One more wrinkle worth knowing before using a state figure: USDA notes that these capacity tables include frozen juice tank storage. The total is therefore not limited to racked warehouse rooms. The tables do not isolate a tank-volume subtotal for each state. 1 2

Cooler and freezer: what the categories actually mean

USDA splits refrigerated space into two temperature bands. Cooler space maintains temperatures between 0 and 50 degrees Fahrenheit. Freezer space maintains 0 degrees Fahrenheit or lower. These are the survey’s classifications for measuring volume, not recommended storage temperatures for a particular food. A facility’s separately published operating temperatures are a different kind of information. 1

Nationally in 2025, freezer space was 77.3% of gross refrigerated space and 78.7% of usable refrigerated space. The percentages differ because the gross and usable numerators and denominators differ. Neither is an occupancy rate; the basis belongs beside the percentage. 1

Public, private and semiprivate — and why "public" does not mean government

This is the distinction that drives the most important finding on this page, and the label is misleading if you read it cold. 1

A public refrigerated storage in USDA's definition is a facility maintained for storing food for others at a set rate per unit. It is a commercial third-party warehouse. It has nothing to do with government ownership. 1

A private or semiprivate refrigerated storage is one an operator maintains to support its own main business as a producer, processor or manufacturer of food. The space holds the owner's product, though some of it may be rented out. USDA excludes working space, chill rooms and curing rooms in meat storages from these statistics. 1

In 2025, public warehouses held 2,456,683 thousand gross cubic feet, or 61.6% of the national total. Private and semiprivate warehouses held 1,531,046 thousand, or 38.4%. 1


Who operates America’s cold storage, and what has changed since 2017?

Public third-party warehouse capacity has declined in absolute terms over four consecutive two-year intervals, from 2,834,824 thousand cubic feet in 2017 to 2,456,683 in 2025 — a drop of 13.3%. Over the same period private and semiprivate capacity rose from 767,331 to 1,531,046 thousand cubic feet, an increase of 99.5%. The national total grew 10.7%, which means every bit of eight-year net growth in reported U.S. refrigerated capacity, and then some, came from the private side. 1 2

The two-year move inside that series is the sharpest in it. Between 2023 and 2025, private and semiprivate capacity added 349,431 thousand cubic feet while public capacity lost 57,450. The national net gain was 291,980. Private growth therefore accounted for about 120% of the net national increase, with the public decline subtracting the balance. 1 2

The location counts moved the same way. Public warehouse locations fell from 492 to 476. Private and semiprivate locations rose from 408 to 455. In 2023, public warehouses outnumbered private ones by 84 locations. In 2025 the gap was 21. 1 2

What this shows, and what it does not

It shows a consistent direction across five published estimates spanning eight years. Those estimates combine firms’ reports with estimates for non-reporting firms; this is not a matched panel of identical respondents. The pattern is a finding about the published series, not proof that changes in survey coverage had no effect. 1 2

It does not show construction. USDA estimates capacity, not building permits or completions. A change in a facility’s principal storage activity could move capacity between public and private/semiprivate categories without new space being built. An acquisition alone does not establish such a change: the operating definitions, not the purchaser’s identity, determine the category. The aggregate tables do not separate construction, reclassification, acquisitions or changes in reporting coverage. 1 2

It also does not show demand, rent, occupancy or profitability. None of those measures is supplied by this capacity report. 1

One genuine caution on the most recent edition specifically: usable reports came from about 550 firms representing about 58% of tabulated capacity in 2023, compared with about 374 firms and about 38% in 2025. A larger share of the tabulated 2025 capacity therefore lay outside the responding firms’ coverage. USDA estimates non-reporting firms using previous reports or administrative data. That procedure and the change in coverage belong alongside the two-year comparison; these reports do not quantify their effects on the trend. 1 2


Which states have the most cold storage capacity?

California led with 399,675 thousand gross cubic feet on October 1, 2025, followed by Georgia (303,523), Washington (300,899), Wisconsin (296,620) and Texas (254,076). USDA publishes a positive gross capacity figure for 38 states, withholds it for eight to protect individual operations, and publishes zero for four. The table below is the full 50-state panel with both survey years side by side. 1 2

The top five — and an 8,000-cubic-foot finish

Two things in the 2025 top five are worth a second look.

Georgia moved into second place. In 2023 it was not in the top five at all, at 172,202 thousand cubic feet. In 2025 it reported 303,523. 1 2

And Florida dropped out of the top five by a very small difference in the published estimates. Texas reported 254,076 thousand cubic feet; Florida reported 254,068. The gap is 8 thousand cubic feet — 8,000 cubic feet — or 0.003% of Florida’s published estimate. That determines their order in the table, but it does not establish an equally precise difference in physical space. The two published estimates are a near-tie. 1

Freezer share by state

USDA publishes positive cooler and freezer components for 25 states in 2025. Dividing gross freezer space by total gross refrigerated space shows their freezer/cooler mix within the disclosed data. It does not identify which commodities account for that mix, and this ranking does not cover states whose components are withheld. 1

Wisconsin is at the bottom of this disclosed-state freezer-share ranking, at 57.9%, and has the largest published gross cooler figure: 124,948 thousand cubic feet. Washington is at the top of the freezer-share comparison, at 95.0%. The capacity tables establish those differences but do not attribute them to cheese, fruit, potatoes, seafood or another commodity. 1

What USDA withholds, and how a state map can mislead

USDA marks a cell (D) when publishing it would disclose the operations of an individual company. In the 2025 gross capacity table, eight states are withheld: Alaska, Colorado, Connecticut, Maryland, Montana, Nevada, New Mexico and West Virginia. Four more — Hawaii, New Hampshire, Rhode Island and Wyoming — are published as zero, meaning no qualifying refrigerated warehouses were known to NASS in that state within the survey's coverage. 1 2

A withheld cell is not a zero, and a zero is not a withheld cell. A map that assigns a zero to a confidential cell would misrepresent the eight suppressed states. A correctly labeled map must distinguish suppressed values, published zeros and positive estimates. 1

Louisiana is a specific trap. Its 2025 gross capacity is published at 8,400 thousand cubic feet, but its 2023 figure is withheld — so a growth rate for Louisiana cannot be calculated from these two tables, and any page showing one has invented a baseline. Thirty-seven states have positive disclosed gross capacity in both years and can be compared. 1 2

Do not try to back out a confidential state value by subtracting published states from the national total. USDA's suppression is deliberate, the residual mixes several withheld states together, and the result would not be a figure anyone can stand behind. 1 2


Where did reported cold storage capacity change between 2023 and 2025?

Reported national capacity rose 291,980 thousand cubic feet between the two surveys. Georgia and South Carolina alone account for 181,753 of that — 62.2% of the entire national net increase. Eleven of the 37 comparable states reported declines, including Texas, which fell 3.0% and still finished fifth. 1 2

The denominator matters here and is easy to get wrong. (131,321 + 50,432) ÷ (3,987,732 − 3,695,752) × 100 = 62.2484%, rounded to 62.2%. Georgia and South Carolina’s combined gains are divided by the net national change. It is not their share of national capacity or gross additions, and not a claim about where new cold storage was constructed. Reported declines elsewhere reduce the net denominator. The finding is: Georgia and South Carolina’s reported gains equaled 62.2% of the net increase USDA reported nationally. 1 2

Seven states report exactly the same number twice

Arizona, Delaware, Kentucky, North Carolina, North Dakota, Tennessee and Vermont each report a gross capacity figure in the 2025 survey that is identical, to the thousand cubic feet, to their 2023 figure. Six states repeat an identical cooler total across the two surveys: Idaho, Iowa, Kentucky, New Jersey, North Carolina and Tennessee. Iowa's public gross capacity is 61,634 thousand cubic feet in both years. 1 2

USDA's estimating procedure, printed in both editions, states that data for reporting firms are added to estimates for non-reporting firms to obtain state and national totals, and that estimates for non-reporting firms are set based on previous reports or administrative data. 1 2

We are reporting the pattern and the agency’s documented procedure together because a reader comparing survey years needs both. We are not asserting that a repeated figure is wrong or identifying any state as imputed. An unchanged published total could reflect unchanged reported capacity, estimation or other offsetting changes; these aggregate tables do not say which. The 38% figure describes responding firms’ share of tabulated national capacity, not a state response rate. 1 2

How big is a cold storage warehouse?

In 2025, 275 of 931 qualifying U.S. warehouse locations — 29.5% — were 5 million cubic feet or larger. Private and semiprivate locations in that size class rose from 63 to 87 between the October 2023 and October 2025 surveys, an increase of 38%, while public locations in the class fell from 195 to 188. These are location counts by size, not the share of national capacity in each class or a count of newly built facilities. 1 2

The size distribution differs by operating category. In 2025, 66% of public locations were at least 2.5 million cubic feet, against about 40% of private/semiprivate locations. The private/semiprivate distribution spans both ends of the table: 114 of its 455 locations were under 500,000 cubic feet, while 87 were in the 5-million-and-over class. The size table does not identify those smaller locations as rooms attached to processing plants. 1


How much food is actually inside U.S. cold storage?

This is a different USDA survey answering a different question: the monthly Cold Storage report estimates inventory weight, not warehouse space. For July 31, 2026, USDA reported 8,514,843 thousand pounds of commodities — 8.51 billion pounds — of which 6,602,546 thousand pounds were stored in freezers and 1,912,297 thousand in coolers. These are the initial July estimates in the August 24, 2026 edition, subject to later revision. 3

Public shares: 61.6% of reported capacity and 88.4% of reported stock weight

Put the two USDA reports side by side and they show two different public-warehouse shares. Public warehouses represented 61.6% of reported national gross refrigerated capacity on October 1, 2025, and 88.4% of reported commodity weight on July 31, 2026. For cooler-stored commodity weight, the latter share was 95.2%. Each percentage is calculated within its own report, with its own denominator. 1 3

The definitions help explain what is being classified, not what caused the gap. Public warehouses store goods for others; private and semiprivate storages mainly hold their operators’ own products. Both surveys apply food-storage coverage rules, and the monthly report includes all food items in qualifying facilities regardless of how many days an individual item has been stored. The figures do not establish that public space holds more pounds per cubic foot, or that private rooms are predominantly fast-turn inventory excluded from the survey. 1 3

Two limits prevent that conclusion. The observation dates are nearly ten months apart, and the surveys use different lists: the capacity methodology describes questionnaires to operators of over 953 warehouses, while the August 2026 monthly report describes a list of approximately 750. The published aggregate figures do not link the same facilities or disclose matched occupied volumes. The numerical share difference is reproducible; its cause and any difference in storage density are not established. 1 3

Capacity and inventory are not the same measurement

Capacity is volume, measured in cubic feet, with observations every two years in this series. Inventory is weight, measured in pounds, with monthly observations. There is no supported conversion between these two reports: a pounds-to-cubic-feet calculation would require compatible product-density and storage information, and these publications do not supply a matched occupancy measure. 1 3

If your sentence is about infrastructure — how much cold storage exists, where it is, whether it is growing — you want the capacity survey. If your sentence is about supply — how much beef or butter is in storage, whether stocks are up year over year — you want the monthly report. Citing the monthly report as evidence of warehouse capacity, or the capacity survey as evidence of food supply, will not survive an editor who checks. 1 3


How many cold storage facilities are there in the United States?

USDA counted 931 qualifying refrigerated warehouse locations on October 1, 2025, compared with 900 on October 1, 2023. The 931 figure is the count in the 2025 Summary, not a count of every refrigerated facility or every cold-storage company in the country. Only locations meeting the survey’s food-storage criteria belong in that number. 1 2

What USDA counts, and what it leaves out

The survey covers warehouses that are artificially cooled to 50 degrees Fahrenheit or lower, normally store food products for 30 days or more, and store at least one of the 110 commodities tracked in the monthly report. Storages at different locations are counted separately even when a single management operates them, so 931 is a count of warehouse locations, not firms or necessarily individual buildings. 1 2

Specifically excluded are wholesalers, jobbers, packer branch houses, and frozen food processors whose entire inventories turn over more than once a month. The survey also requires storage of a commodity from USDA’s specified food list. It is therefore not a census of pharmaceutical, biologic or laboratory cold-chain infrastructure; its totals must not be presented as one. 1

That exclusion list limits the universe counted. Separately, USDA says its published figures should be considered minimum figures because some cold storage firms are not known to the agency. Neither statement establishes why a particular outside publication reports a different count; that comparison requires checking the other count’s definition and year. 1

A separate federal classification describes a different universe: NAICS 493120, Refrigerated Warehousing and Storage, covers establishments primarily engaged in operating refrigerated warehousing and storage facilities. The Census Bureau’s County Business Patterns and BLS’s Quarterly Census of Employment and Wages publish establishment statistics by industry, using their own program coverage. Those are not substitutes for USDA’s qualifying food-storage locations. This compilation includes no current NAICS establishment count; any comparison would need the exact program, geography, period and establishment definition. 19 20 21


Why do published cold storage market-size figures disagree so much?

Because the estimates use different market definitions, years and models — and none measures cubic feet. The publisher figures below put U.S. refrigerated-storage industry revenue at $8.8 billion in 2026 and the broader U.S. cold-storage market at $48.23 billion in 2025. That more-than-fivefold numerical spread is not a like-for-like disagreement about physical capacity, and the public summaries do not establish how much of it each definitional difference explains. 9 10

The numeric entries are commercial estimates or projections attributed to the original research publishers, not physical measurements or agency-established totals. The practical guidance is short. For a statement about refrigerated space, use the capacity survey and say “cubic feet.” For a revenue estimate or projection, name the publisher in the sentence — “IBISWorld estimates,” for example — and give the year and defined market. Two differently scoped estimates can coexist, but removing their labels turns a defensible comparison into a misleading one. 1 9 10

Two further cautions. A forecast for a future year is not an observation for the present, even when the report is published this year. And USDA’s report title, observation date and release date are different fields: the October 2023 capacity total belongs to the 2023 Summary released January 31, 2024; the October 2025 total belongs to the 2025 Summary released February 9, 2026. What do Nebraska's cold storage figures look like?

Nebraska reported 49,451 thousand gross cubic feet of refrigerated capacity across 16 warehouse locations on October 1, 2025 — 1.24% of the national total. The state total barely moved in two years, down 0.9%, but the operating-category split moved sharply: public capacity fell 32.0% while private and semiprivate capacity rose 116.5%. At 92.5% freezer space, Nebraska ranked fourth among the 25 states with positive disclosed cooler and freezer components. 1 2

Nebraska’s operating-category changes went in the same direction as the national figures. It had 16 locations in both surveys, but the public/private split changed from 11 and 5 to 7 and 9. An unchanged total count does not establish that the same locations were present in both years or that particular buildings changed owners. The state table does not track individual facilities. 1 2

Two figures in the Iowa column repeat exactly across both surveys: public gross capacity at 61,634 thousand cubic feet and gross cooler space at 12,581 thousand cubic feet. USDA’s method allows estimates based on prior reports or administrative data, but the repeated totals do not identify which Iowa records were estimated or carried forward. The unchanged cells are observable; their explanation is not supplied. 1 2

Nebraska’s usable-to-gross ratio was below the national ratio: 78.9% versus 81.5% in 2025. USDA defines usable space through deductions from gross space, but the state tables do not break those deductions into aisles, posts, coils, blowers or other allowances. They therefore do not establish that Nebraska’s freezer share, insulation or equipment caused the difference. 1

What Omaha-area operators publish about their own facilities

The USDA capacity editions used here publish state figures, not county or metro totals. They supply no capacity total for Douglas County, Sarpy County or the Omaha area, and those local totals cannot be derived from the state rows. This statement concerns the cited datasets, not a claim that no other local record could exist. 1 2

What does exist is what operators publish about individual buildings. Below are two Omaha-area facilities whose operators disclose specifications publicly. This is a pair of documented examples, not a county inventory and not a representative sample. 1 2

The current and historical disclosures differ. Vertical’s page checked September 12, 2026 lists 11,700 pallet positions, 29 dock doors and a 0°F to +34°F range. The 2022 USCS divestiture announcement lists 11,267 racked pallet positions, 31 dock doors and −10°F to +45°F; Vertical’s acquisition announcement also gives the historical door count and temperature range. The inspected sources do not explain the differences, so both source vintages remain visible rather than being reconciled by an assumed renovation. 7 8 15

Where the same source publishes both a volume and a door count, the ratio can be reproduced without mixing vintages. USCS’s Omaha profile works out to about 141,800 cubic feet per dock door: 3,403,000 ÷ 24. The 2022 La Vista disclosure works out to about 96,800: 3,000,000 ÷ 31. These are arithmetic examples from two published profiles, not an industry benchmark, a gross-capacity standard or a claim about dock throughput. 6 8 15

What this compilation does not establish at county level

To be explicit: this compilation does not establish a complete refrigerated-facility count for Douglas or Sarpy County, a total Omaha-area capacity figure, or a county market share for an operator. The two profiles are selected documented examples, not a complete search or a representative sample. The state survey tables cannot fill those county-level gaps. 1 2 6 7

Do not add the two facilities above to Nebraska’s USDA total. That would mix operator disclosures with an agency estimate and could double-count space, but the published state tables do not identify whether either named facility is included. Nebraska’s reported public gross capacity was 26,833 thousand cubic feet across seven locations in 2025. A defensible share for these two facilities cannot be calculated: their volume bases are unstated, one disclosure is from 2022, and their overlap with the survey is not documented. 1 6 7 8 15

The national and state capacity and commodity-inventory figures come from two USDA survey programs run by the National Agricultural Statistics Service. They address a related subject but use different frequencies, facility lists, units and revision rules. The mandatory-reporting line records what NASS says in the August 2026 report. The cited laws establish and amend dairy-product reporting requirements, but the report supplies no butter-versus-cheese-versus-other-commodity response-rate comparison. A legal reporting requirement is not evidence that a particular estimate is more accurate or has a measured higher response rate. 3 22 23

Two source distinctions remain visible. The 2025 capacity methodology says 900 firms qualified, while its tables count 931 warehouse locations. We preserve those different units; the report does not provide a firm-to-location crosswalk. Separately, NASS’s general survey overview describes over 800 warehouses and 78% response-capacity coverage, whereas the August 2026 report describes approximately 750 warehouses and 65% coverage. Table 11 uses the edition-specific methodology, not a mixture of those agency descriptions. 1 3 5


How was this dataset assembled and checked?

The published source values were checked against the primary tables and their definitions, then the derived comparisons were recalculated from the supplied data files. The original contribution is the joined state panel and its documented calculations, not a new survey, facility census or measurement of warehouse space.

What we collected. The state counts, capacity tables, national series, size groups, definitions and statistical methodology in USDA’s 2025 Summary and 2023 Summary, plus the July 2026 commodity tables and methodology in Cold Storage released August 24, 2026. We checked the relevant tables against the PDF page images, not only extracted text. The local profiles, historical operator announcements, commercial publishers’ original estimate pages and geographic references listed below were also checked. Verification date: September 12, 2026. 1 2 3

How the source values are represented. The state panel retains warehouse counts by operating type; gross public, private/semiprivate and total capacity; gross cooler and freezer totals for 2023 and 2025; and usable total capacity for 2025. USDA’s D values remain distinct from numeric zeros. Undefined calculations are blank in CSV and null in JSON. The Nebraska/Iowa comparison also reproduces the 2023 usable totals from the primary table. 1 2

How we checked it. The audit compared the supplied source values with the published tables, checked the CSV and JSON for agreement, and reran the arithmetic. It did not conduct a second field survey or verify individual warehouse measurements.

  1. Location totals. The 50 state rows sum to 476 public and 455 private/semiprivate locations in 2025, for 931 total; the 2023 sums are 492 and 408, for 900 total. Location totals were checked separately from capacity totals, where confidentiality prevents summing a complete disclosed state series.
  2. Component reconciliation. For the 25 states with positive disclosed 2025 cooler and freezer totals, their sum differs from the separately published gross total by no more than 1 thousand cubic feet. The national 2025 components have an 11-thousand-cubic-foot difference from the published gross total; 2023 has a 9-thousand-cubic-foot difference. The agency prints a general rounding note but does not explain these particular differences. All source cells and published denominators are preserved.
  3. Derived-value checks. Changes, percentages, shares and the national index were recalculated before display rounding. The comparable positive-capacity group contains 37 states, including 11 declines and seven identical gross totals. The Georgia/South Carolina calculation uses 181,753 divided by 291,980, not total capacity or total positive state additions. Zero-to-zero absolute changes are 0; their percentage changes are undefined.

How we calculated. All arithmetic runs on USDA's original units of 1,000 cubic feet, before any display rounding. Absolute change is 2025 gross minus 2023 gross. Percentage change is absolute change divided by the 2023 figure, computed only where both years are disclosed and the baseline is positive. Freezer share is gross freezer divided by gross total. Usable share is usable total divided by gross total. Share of national net change uses the national net change as the denominator, and we say so wherever that figure appears.

What we did not do. We did not estimate a withheld value, backsolve confidential state figures, interpolate the missing annual observations, convert stock weight into occupied volume, or turn floor area into cubic capacity. We did not infer construction from a reported increase or infer causes from repeated estimates. Vendor market models and operator physical measurements were not independently reproduced; their published claims are attributed and dated rather than presented as our measurements.

Derived figures on this page are labeled as calculations by Omaha Dock Door Repair Research. Where a number comes directly from USDA, the agency and report are identified. The reproduction script checks the downloadable source-value files and prints the principal findings; reproducing the arithmetic does not independently validate USDA’s underlying survey estimates.


What does this data not show?

These tables describe reported capacity and separately dated commodity stocks within USDA’s coverage, not utilization or new construction. Confidential state values, estimation procedures and unmatched survey lists limit what can be inferred from them. 1 2 3

Capacity is not utilization. USDA publishes gross and usable space. It does not publish how full anything is. No occupancy, vacancy or utilization rate can be derived from these tables. 1 2 3

Reported change is not construction. The capacity estimates combine reports and estimates for non-reporting firms. A change in principal storage activity can change the public/private classification without construction, but these aggregate tables do not track that mechanism or attribute change to acquisition, new buildings or respondents. 1 2

The estimates are not a complete inventory of every refrigerated facility. USDA calls the published capacity figures minimum figures because some firms are not known to the agency. Usable 2025 reports represented about 38% of tabulated capacity; the method also includes estimates for non-reporting firms and acknowledges non-sampling errors. That is not a 38% firm response rate or a quantified margin of error. 1

The percentage-change panel excludes 13 states. Eight states have 2025 gross capacity withheld, four publish zero in both years, and Louisiana lacks a disclosed 2023 baseline. Thirty-seven states have positive disclosed gross totals in both years. The four zero-to-zero absolute changes can still be calculated as 0; only their growth percentages are undefined. 1 2

The food universe is narrower than all cold storage. Capacity coverage requires specified food commodities and normally at least 30 days’ storage, and excludes the listed fast-turn and distribution operations. The totals must not be used as a count of pharmaceutical, biologic or laboratory cold-chain infrastructure. A facility’s qualification is also different from the holding time of each product in the monthly stock report. 1 3

No county or metro capacity total is supplied here. The cited USDA capacity reports publish state totals; the two operator examples do not constitute a county or metro inventory. An absence in this compilation is not proof that no potentially useful local record exists. 1 2 6 7

Not measured anywhere on this page: rent, vacancy, construction cost, facility age, energy consumption, refrigerant type, employment, automation levels or company market share. Those measures were not assembled or validated by this dataset. The physical-capacity tables cannot supply them simply by rearranging their columns. 1 2 3

The two observation dates are nearly ten months apart. Capacity is dated October 1, 2025; commodity stocks are dated July 31, 2026. The surveys also have different lists and commodity/infrastructure measures. Comparing their public shares does not establish occupancy, density, demand or the cause of the share difference. 1 3


Which figures remain outside this verified dataset?

A stated gap is more useful than a confident guess. The following measures are not established by this compilation, and no placeholder number has been inserted for them.

The essential distinctions are capacity versus inventory, observation year versus release year, and warehouse locations versus companies. These answers retain the source’s dates and denominators so the figures do not change meaning when read on their own. 1 2 3

What is the difference between cold storage capacity and cold storage inventory?

Capacity is space, measured in cubic feet: USDA reported 3.99 billion gross cubic feet nationally on October 1, 2025. Inventory is commodity weight, measured in pounds: USDA’s August 24, 2026 release reported 8.51 billion pounds for July 31, 2026, subject to revision. The figures come from different surveys with different lists and dates. There is no supported conversion between them and no matched occupancy estimate. 1 3

Why does this page use 2025 data when the report came out in 2026?

Because the capacity observations are dated October 1, 2025. USDA’s 2025 Summary was released February 9, 2026; the release date does not turn its capacity estimates into 2026 observations. The food-stock figures on this page are separately dated July 31, 2026 and come from the August 24, 2026 release. Each observation date remains attached to its number. 1 3 4

Does usable refrigerated space mean occupied space?

No. Usable space is gross volume after allowances for aisles, posts, refrigeration coils, blowers and similar deductions. National usable space was 81.5% of gross space in 2025. That is a ratio of national capacity totals, not an average building’s obstruction percentage or an industry occupancy rate. USDA does not publish occupancy in this capacity report. 1

Does "public" cold storage mean government-owned?

No. In USDA’s definition, public refrigerated storage stores products for others at specified rates. Private or semiprivate storage is maintained mainly by a producer, processor or manufacturer for its own products, although it may also store others’ goods. The labels describe storage activity rather than legal ownership of real estate. Public facilities represented 61.6% of gross capacity in October 2025 and, in a separate survey, 88.4% of reported commodity weight in July 2026; those unmatched shares do not establish storage density. 1 3

Does a published zero mean a state has no refrigerated facilities?

Not necessarily, and zero is different from a withheld value. USDA’s 2025 capacity tables publish zero for Hawaii, New Hampshire, Rhode Island and Wyoming within their qualifying food-storage coverage; USDA also says some firms are not known to the agency. Eight other states have gross capacity marked D, meaning it is withheld to protect individual operations. A D is never a zero, and neither designation supports a claim about every refrigerated facility in a state. 1

Which state has the most cold storage?

California led USDA’s October 1, 2025 gross-capacity figures with 399,675 thousand cubic feet, followed by Georgia, Washington, Wisconsin and Texas. Texas’s published estimate exceeded Florida’s by 8,000 cubic feet, equal to 0.003% of Florida’s estimate. That is a near-tie between published estimates, not a precision measurement of the physical difference. Eight states’ gross totals are withheld from the detailed table. 1

Is U.S. cold storage capacity growing?

Reported national gross capacity rose 7.9% between October 2023 and October 2025 and 10.7% between October 2017 and October 2025. Over the eight-year period, private and semiprivate capacity rose 99.5%, while public capacity fell 13.3%. The private/semiprivate increase therefore more than accounted for the reported national net gain. The aggregate series does not identify how much change reflects construction, operating-category changes or survey estimation. 1 2

Is there a verified cold storage total for Omaha or Douglas County?

Not in this compilation. The cited USDA capacity reports provide state totals, not a Douglas County, Sarpy County or Omaha-area total, and the local values cannot be derived from the state rows. Individual operators publish specifications for the two examples shown here, but those disclosures have unstated gross/usable bases and different dates.
